Woman charged with child abuse

Cortney Jeffries, 34, Richmond, was arrested by Richmond police on Sunday and charged with fourth-degree domestic violence assault with a minor injury, and fourth-degree child abuse assault.

According to a citation, on Saturday, an officer responded to call about a subject requesting an EPO.

The officer contacted the victim, who had visible injuries consisting of scratches and bruising on their face and left arm. They allegedly said one or two days prior, they had gotten into an altercation with Jeffries. They said Jeffries asked for a bowl of cereal because she was feeling sick, and they went to check their blood sugar for their diabetes. Jeffries allegedly became upset and eventually grabbed a knife and began hitting the victim with it, using the flat side of the blade. The victim also alleged Jeffries hit him with a hammer on the arm, although the officer was unable to observe any related injuries.

According to the citation, the victim alleged on Saturday, he and his six children were leaving for Tennessee. The victim said one of his children got sick in the car and vomited on themselves. He alleged Jeffries became angry and began hitting the second victim. He said they went home to get the second victim cleaned up and alleged Jeffries kept hitting the second victim, even using a shoe to hit them in the area of their face.

He provided a video depicting Jeffries hitting the second victim, and the officer could see a blue/green bruise on the second victim’s left cheekbone. The victim alleged the bruise was from Jeffries leaving the house with keys in her hand, yelling at the second victim to shut up, and allegedly hitting her in the face. He also said Jeffries hit him with a wooden stick when he went to defend the second victim. The officer could see fresh red marks on his left arm and shoulder, consistent with being hit with a stick.

The citation states, at the time, the officer could not locate Jeffries. The victim was taken to the police department for an EPO petition, and a risk assessment was completed.

On Sunday, the officer returned to the residence, contacted Jeffries, served her with an EPO, and questioned her about the allegations. Jeffries allegedly told the officer she did spank the second victim, and she did get into an altercation with the victim before where she hit him with a knife.

She was transported to the Madison County Detention Center.

• Mark Hoskins, 33, Pineville, Ky, first-degree possession of a controlled substance (methamphetamine/first offense), buying or possession of drug paraphernalia.

• Donald Roe, 43, Richmond, public intoxication under a controlled substance (excludes alcohol), third-degree possession of a controlled substance (drug unspecified).

• Anthony Gardner, 41, Richmond, first-degree possession of a controlled substance (methamphetamine/first offense).

• William Taylor, 40, Richmond, first-degree possession of a controlled substance (methamphetamine/first offense), first-degree possession of a controlled substance (heroin/first offense), buying or possession of drug paraphernalia, second-degree wanton endangerment of a police officer.

• Anthony Gardner, 41, Richmond, first-degree possession of a controlled substance (methamphetamine/first offense).

• Kaye Bullen, 31, Richmond, first-degree possession of a controlled substance (methamphetamine/first offense), buying or possession of drug paraphernalia.

• David Arvin, 36, Irvine, first-degree possession of a controlled substance (cocaine/first offense), first-degree possession of a controlled substance (heroin/first offense), buying or possession of drug paraphernalia.

Chad Lear, 39, Paint Lick, operating a motor vehicle under the influence of a controlled substance (189A.010(1C)/first offense), first-degree possession of a controlled substance (methamphetamine/first offense), buying or possession of drug paraphernalia, no registration plates, no registration receipt, failure of non-owner operator to maintain required insurance (first offense).
